City of Wagga Wagga Social Plan 2009-2013

The Social Plan is Council's blueprint for building a community that provides a quality of life for all. It is based on the values of access and equity - a fair go for all.

Social Planning

The Social Plan is intended to address key outcomes including:

  • Making the community a better place to live by enhancing community identity and spirit, providing services and facilities effectively, building community capacity and participation and creating supportive places to live and work.
  • Sharing the costs and benefits of community life equitably and ensuring access for all to community goods thereby increasing social justice and promoting a fairer community.
  • Developing cooperative action between the three spheres of government, the community and private sector and the community itself.

The Social Plan is the result of the following mandatory processes in accordance with the legislation:

  • Identification of issues, literature review, collation of relevant data
  • Review of the first Council Social Plan
  • Preparation of a community profile
  • Assessment and identification of local issues and needs
  • Development of recommendations and action plans
  • Preparation of a draft Social Plan
  • Public exhibition of the draft

02. Executive Summary and Social Issues

The Social Plan was borne out of Council's vision:
To ensure that Wagga Wagga is the best urban and rural community to live, work, study or visit, now and into the future.

The Social Plan is a living document which will be under ongoing review and revised annually to ensure that it is in line with current State and Federal social policy direction, and responsive to the needs of the local community. The challenge now lies with each and every one of us to support the implementation process to ensure that community needs are met in forthcoming years.

03. Action Plan

The following action plan provides a framework for the implementation of local strategies that will address the issues identified in the section titled Identification of Local Issues and indicated in the Action Plan, Outcomes and Actions. These strategies describe ways of improving the general quality of life experienced by people in both the broad community and designated target groups and ensure that council services are accessible and appropriate to all. These strategies will be considered when Council prepares its annual management plans.
