Delivery Program and Operational Plan

As part of our planning and reporting framework, councils must prepare a suite of integrated plans detailing how they intend to deliver works and services in the short and long term.

These plans are based on the community’s priorities, identified in the Community Strategic Plan, and present a balanced approach to planning that considers how our resources can be used to deliver community outcomes.

The Delivery Program 2022/23-2025/26 allows Council to determine what is achievable during the term, what the priorities are, and how programs will be scheduled to bring us closer to our shared community vision and goals. This Program is the primary reference point for all activities that Council will undertake during the four-year period and is supported by Council’s annual Operational Plans which are created each financial year as a sub-plan of the Delivery Program.

The Operational Plan 2023/24 outlines the actions (services, programs and projects) that Council will undertake in the 2023/24 financial year that contribute to achieving the commitments of the Delivery Program 2022/23-2025/26 and Community Strategic Plan 2040. This Plan accompanied by Council’s 2023/24 Fees and Charges which includes the proposed rates and annual charges.

The Delivery Program and annual Operational Plan are monitored throughout the year and reviewed annually as part of Council’s performance reporting framework. In addition to measuring the outputs of the services, programs and projects delivered by Council each financial year through Council’s Delivery Program and Operational Plan (what we did), we will also measure the effectiveness of our strategies and plans through outcomes (what we’ve achieved). This ensures that Council’s long-term planning is consistent with the current and future needs of our community.
